The reform led JnNURM program has transformed the idea of urban governance and initiated thinking about the financial sustainability of urban local bodies in India. However, owing to the ever evolving and complex nature of cities, local bodies are constantly struggling to address emerging challenges of capacity building, integrated planning and project management. A series of National Workshops have been conceived under the PEARL program to encourage in-depth discussion about urban challenges faced by mission cities and enable sharing of experiences in overcoming the same. The second in a series of such workshops held at New Delhi was attended by representatives from urban local bodies, state governments and research institutions.
